A NITI Aayog scheme launched in 2018 that ranks 112 underperforming Indian districts monthly on health, education, agriculture, financial inclusion and infrastructure to speed up development.

In plain language

India's states do not all develop at the same pace. Some districts lag far behind on basic indicators like child health, school enrolment and access to banking.

In 2018, NITI Aayog identified 112 districts across the country as the most in need of a push. It named this effort the Aspirational Districts Programme (ADP).

The programme does not simply send more money. It sets up a monthly ranking of these districts on five themes: health, education, agriculture, financial inclusion and infrastructure. Districts that improve fastest get recognised, which creates a kind of competition between them.

For social enterprises, the ADP matters because it marks out where the need is greatest. The workbook notes that a large share of social enterprises already work in these very districts.

How it works

The workbook states the core facts plainly: "112 districts have been identified as the aspirational districts by NITI Aayog, in 2018." The ADP aims to boost development in these 112 districts by prioritising health, education, agriculture, financial inclusion and infrastructure, using a data-driven, outcome-based approach.

The mechanism is ranking, not just spending. Districts are ranked monthly to encourage competition and improvement between them. The programme also fosters collaboration between governments, NGOs and businesses to make sure services actually reach people.

Elsewhere in the same chapter, the workbook notes that 54% of a surveyed group of social enterprises operate in aspirational districts with a low Human Development Index — a figure used to show how closely the social enterprise sector's own footprint tracks the government's own list of underserved areas.

A worked example

Figures below are illustrative except where the workbook gives them.

Sahyog Foundation, a not-for-profit organisation, runs a maternal health programme in Nuapada, one of the 112 districts named under the ADP. Its programme improves institutional deliveries among tribal women.

Sahyog registers on a Social Stock Exchange and wants to raise ₹1.2 crore to scale the programme to three more ADP districts. In its offer document, it cites the district's monthly ADP health ranking — which had been near the bottom of the national list before its programme started — as independent, government-published evidence of the need it addresses.

A donor bidding on Sahyog's Zero Coupon Zero Principal issue can cross-check the district's official ADP ranking on the public dashboard before deciding to fund the project. The ADP ranking does not fund Sahyog directly — it is a data point that supports Sahyog's own case for funding.

Why NISM asks about it

Chapter 1 (Introduction to Social Sector Ecosystem), section 1.9.2 (Geographical Thrust), introduces the ADP as part of the geographic backdrop against which Indian social enterprises operate. Expect a recall question on the number of districts (112), the launch year (2018), the five priority themes, and the fact that districts are ranked monthly.

Common exam traps

  • 112 districts, identified in 2018 — both figures are tested directly.
  • Ranking is monthly, not quarterly or annual — the frequency itself is the point of the design, since it is meant to create ongoing competition.
  • Five themes: health, education, agriculture, financial inclusion and infrastructure. A question may list a plausible sixth theme (such as "employment") as a distractor.
  • ADP is a NITI Aayog programme, not a SEBI or Social Stock Exchange scheme. It sits in the ecosystem chapter as context for where social enterprises work, not as part of the SSE's own regulatory framework.
  • Do not confuse the ADP with the DARPAN portal, a separate NITI Aayog initiative that is a database of NPOs, not a district ranking system.
