Logical Framework Analysis

A structured tool for planning, monitoring and evaluating a project that breaks it into goal, outcomes, outputs, activities and inputs, each with indicators, means of verification and assumptions.
In plain language
Logical Framework Analysis (LFA) forces a project onto one page and makes every line of it answerable.
The workbook calls it "a systematic and structured tool widely used for project planning, implementation, monitoring, and evaluation, particularly in social enterprises." It works by breaking a project into clearly defined components and linking each to the one above.
The output is the Logical Framework Matrix, or logframe. Each level of the project — impact, outcomes, outputs, activities — gets a row. Each row answers three questions: how will we know (indicators), how will we prove it (means of verification), and what must hold true that we don't control (assumptions).
LFA is indispensable for social enterprises, government programmes and donor agencies. It keeps projects well-designed and result-oriented, and aligned with strategic goals.
How it works
Key components (Chapter 4, 4.2), in the workbook's order:

SMART: Specific, Measurable, Achievable, Relevant, Time-bound.
The Logic Model flow (4.3) runs from impact down through outcome (with intermediate outcomes at 1st, 2nd and 3rd levels), output, activities and input, which covers financial and non-financial resources. Pre-project implementation in the t0 year is part of inputs: the mandatory gap between listing and implementation, used for beneficiary selection, staffing, capacity building and participatory planning.
Costs to build in (4.3.3): listing cost, pre-project implementation fund, M&E and knowledge management fund, and an exit/takeover protocol fund.
Benefits of LFA (4.4): clarity and structure; enhanced planning; effective monitoring and evaluation; improved resource allocation; increased accountability; informed decision-making.
A worked example
The workbook's logframe (Chapter 4, 4.5): financial literacy for rural women. Targets are the workbook's; the rupee budget is illustrative.

Budget view (illustrative). A Ratlam NPO sets inputs at ₹18 lakh for year 1: ₹7.5 lakh for 50 workshops at ₹15,000 each, ₹4 lakh for 5,000 booklets at ₹80 each, ₹5 lakh for trainers and ₹1.5 lakh for M&E. A listed version would add a pre-project implementation fund for the t0 year and an exit/takeover fund.
Reading it vertically. If month 2 passes without materials (activity), workshops slip (output), knowledge scores cannot rise on schedule (outcome), and the impact survey will show nothing. Every level's assumption column says why that chain could break even if the team does everything right.
Why NISM asks about it
Chapter 4 (10%) is entirely LFA: components, the Logic Model flow, KPIs, costing for sustainability and the worked matrix. Chapter 5 (5.9.3) names LFA and ToC as the methodologies behind the Social Project Monitoring Framework, and Chapter 6 contrasts the Logic Model with ToC. Chapter 4's sample questions ask what a logframe is used for (breaking a project into structured components), what inputs are (resources needed to implement activities), what activities are and what indicators do.
Common exam traps
- Problem analysis is the first step of LFA, using a Problem Tree. The Objective Tree comes second.
- Inputs are resources; activities are tasks; outputs are deliverables; outcomes are changes; impact is the long-term effect. Most wrong answers swap two adjacent levels.
- Assumptions are outside the team's control. Risks within its control are not assumptions.
- Means of verification are data sources, not the indicators themselves.
- "Do not mistake outcomes for impact" — the workbook's own warning in 4.3.
- t0 year is the mandatory pre-implementation period after listing, and it counts under inputs.
- Stale cross-reference in the workbook. Section 4.3.3(ii) says the pre-project implementation fund supports "activities mentioned in point vi of 6.2". The activities are in point vi of 4.3 of the same chapter.
- Internal vs external KPIs — see Key Performance Indicator. Only external KPIs are used by outcome funders and risk investors for third-party assessment.

The Problem Tree visually maps the core problem, its root causes and its effects.
The Objective Tree comes next, in objective analysis, and mirrors the Problem Tree with positive statements. The matrix is the summary tool of the whole LFA.
